Cosgrave had been interned in Frongoch after the 1916 Rising, and won the Kilkenny City by-election in 1917. Later, while still imprisoned, he took a seat for Sinn Féin in the 1918 General Election. He became the Minister for Local Government in April 1919 in Dáil Éireann.
